Is that it?

1.25 pence on a litre of petrol and £5 on air passenger duty. That's all Gordon Brown could stretch to in his Pre Budget Report for the environmental cause.

Plenty of environmental groups are, if not up in arms, extremely annoyed that further measure weren't put into place by the Chancellor and, to be fair, it wasn't a great day for the environment considering Labour have started making big noises publically over how they're going to save it.

Still, even though it isn't going to change behaviour it's better than nothing and environmentalists shouldn't expect the world to give up all its luxuries and neccessities overnight, because it won't.

Culminative measures will work when it comes to societal wide changes as the public will feel part of the change rather than feeling they are being dictated to.
